It's a fake and not a good photoshopped image.
The first thing I noticed are orientation of "LONG HAIR" text that doesn't match with sign perspective.
In the comments there are the original image and I found the source of the image with all its metadata on an official governmental site here: https://www.loc.gov/resource/ppmsca.19754/
I don't what is the purpose of this image.
