If I start with a short hair and work my way up...how can I a get the same hair style as Tom Cruise in Magnolia?

To get the same hair style as he had, you'll pretty much have to have the same texture of hair he has. My hair, for example, is much thicker and more coarse than Tom Cruise's so I could never wear that particular style. To get that style from a short cut, just let it grow. It will probably take about 1 - 2 years to get it to a shoulder grazing bobbed length like he had.
Relaxers are most commonly used by people of African descent who naturally have very small, tight curls and want a straighter, smoother look and texture to their hair. (Like Oprah Winfrey - her hair is relaxed.) The chemicals in relaxers are generally very strong... some contain lye and can cause severe burns to the scalp. They basically melt the hair so that the curls can be straightened and then permanently set into the new, straighter texture. To prevent hair breakage and/or chemical burns to the scalp, perfect timing is critical... best left to a professional hairdresser.
