OK.. I started growing hy hair out when i was 18, and still living with my parents, who didn't want this, i had to only grow the top out first.. I just turned 20, and now the top is 18 months old and the back and sides is about 10 months old.. and i dont know weather to cut the top to match the back, or what.. Please advice..

I haven't seen your hair from various angles, etc., but I'd say from what you do say, "Don't cut it!" Ten months of hair is "awkward stage" length, while 18 months is not. Actually, 18 months of top and 10 months of sides and back should all be about the same length.
Only when your hair gets a bit below the shoulders should you consider cutting any of it, and then, only hair that comes down that far. I'd suggest that you don't want hair shorter than that because it is tougher to control.
Stay away from the scissors for another 6 months, then come back and ask us. You'll be fine.
