No, you canno't moisturise hair by simply spraying water or mist over it. As soon as it dries your hair will exactly the same as before you wet it. common sense i assumed. Or am i completely off-track with your question?

Healthy hair has oil in it, normally this oil is produced by your scalp. However the oil attracts and traps dust and dirt, so we wash it out with shampoo.
The problem is that in order to get the dirt out you have to break down the oil, which is what shampoo does, and so now your hair is dry.
Adding water to dry hair just makes it bloated and weak, NOT moisturized.
Conditioners, etc. add artificial oil, or something similar, to your hair. If you don't rinse it all off or use a leave in coditioner, this oil generally evaporates after a day or so.
Anyway, if you have dry hair, use a conditioner or other hair care product designed to moisturize your hair, not water.
