do anyone know if it's actually good to sometimes wash the hair only with conditioner and no shampoo, will the hair be less dry that way?
After a little bit more than a year growing my hair, I have found that washing my hair with water and applying conditioner works the best for me. I have very fine brown hair. I basically wash my hair with shmpoo, less and less. at the most once a week!
Yes, it's a very good idea to do this sometimes, usually on the days between shampooing.

I'd probably recommend not using a conditioner with silicones, if you can. They may dry out your hair, leave funky residue, and I've heard people mention scalp problems.
Well, he's not going the no-shampoo-at-all route, so some silicones shouldn't be TOO bad. The shampoo should wash them out, and a clarifier can get rid of any excess. I mean, I wouldn't tell him to choose a conditioner with silicones over one without, but those without any are usually a lot harder to find.
I have fine, dry hair and live in a dry,windy climate, so Frizz is really a problem. When my hair is more "dusty" rather than really dirty, I "wash" it with a diluted conditioner. When it is truly dirty, I use a very diluted shampoo, followed by a deep conditioning. ("Sherry's World Famous Olive Oil Treatment", of course!!)
Works well for me, try it....can't do any harm!!

Actually i have just drastically cut down on my shampooing and it has made a world of difference. I only shampoo about once a week with a tiny amount, barely enough to form a lather in my hands. I conditioner my hair about every 2nd day and i use a widetooth comb to spread my scalp oils over my hair.
Less frizz and healthier hair.
