Here is my "rant" about what I feel about different sets of hair rules for men and women. Whether the rules are unwritten, or part of a company policy book, or a cultural norm, I do feel they are unfair to women.
Where I work, hair rules are the last of my worries, since I work in a university as computer tech support. What I notice, is that lots of ladies of my age group, at work like me with my hair, since I take care of it, and keep it nice without spending too much time in front of the mirror. I consider my style a "low maintenance" style.
I wonder how many ladies in situations where long hair is not the norm, have strong desires that their significant other grow their hair, barring genetic barriers.
Guys who like ladies with long hair do not have that problem, but ladies who like guys with long hair, may feel somewhat frustrated by the cultural hair rules.
See it as "half-duplex" gratifications, that is only the guys are entitled to see sensuality in women, but women may have more difficulty finding a "sensual long-haired" significant other.
I am wondering, if it is a hidden desire in many women to desire guys with long heathy hair, but social taboos, and other restrictions prevent the realisation of that desire.

As a writer, I get a comp copy of LAUNCH PAD, a trade jopurnal for hair stylists.
They always throw a bone to men, but this month it is a big one. the article is called MALE ORDER: MARKETING TO MEN. It really says nothing about marketing to men, but there are three photos of Mr. Pitt, in LEGENDS, Mr. Depp, in BLOW. and Mr. D. D. Lewis in MOCHICANS, but with sefveral quotes from women saying that they like men with long hair.
Unfortunately there was no discussion of the frequent bias of professionals in the salon industry to discourage men from having long hair.
