so cos i had my hair thinned out twice, that means its in layers...right? it and wont grow right and will look a mess so i been reading on earlier posts? should i start again and then really stick to it or....?

your best bet is to wait for at least a year until you consider any kind of "maintenance cut" to even things out. And, before you do, I'd suggest you post another progress picture and have some of us comment.
Your hair will do that by itself, if you only let it do its thing. To make that happen, stay away from scissors - period.
If anyone tells you differently, just tell them to stop talking nonsense.

No cutting! Don't do it. The only time I did it was when my shortest hair reached a bit over shoulder lenght, and the back was about 6" longer. Then I had it cut to one length. I am 3 years 8 months into this grow out. Just ride it out till your shortest hair is long enough to have the longer hairs cut back to that length, ie: shoulder lenght or longer, imho. Good luck whe you get through these "phases" of all kinds of lengths and other hassels, You'll be a very pleased long hair before you know it. I was so tempted to cut this hair when it was so uneven but I'm glad the path I too; and if longhair is right for you it will be a jouurney of joy for you as well. Peace, Take care!
