I have noticed that men tend to have a shorter terminal length than women do. And I don't think this can solely be explained by haircare.
Testosterone is part of the reason why men start balding, right?
So I would assume that even before that happens it has some stunting effect on hair, and thus women have longer terminal lenghts than men.
Just my theory, feel free to shoot it down.
Yea... maybe they might have a medicine like "Castradon" or something that will remove testerone from your system... of course that would probably not do much good for your masculinity...

I have a lady friend whose hair grows no longer than should length.
In high school I knew a black woman whose hair did not grow longer than 1/2 inch (1 cm).
