If one finds out hair growth over the course of a month, can one say that their hair will be x long after x amount of months? Is hair growth close to even throughout the head as well?
Some have found that hair grows slightly faster during the summers, so it's not necessarily a constant rate. Also some people, like me, have different parts of their head growing at different speeds. It's kind of varied...
Well you can try to determine exact growth by measuring it each month. Otherwise you can find average by taking the hair and divide by number of month grown...
It will vary from different parts of the head, and from month to month. Only by taking several measurements in different places each time, and taking regular interval measurements, can a true picture be gained. Just as in any statistical data analysis, the more data sets you have gives you less of a standard deviation; theorhetically 30 or more data sets should be obtained.
By the end of the year I will have about 16 data sets, which will at least give me a picture of what is taking place. I will post results at that time.

Just find a consistent way of measuring your hair. After a few months you should know if your growth rate is fairly consistent, and if it is, you can start making predictions, if it isn't, you can figure out an average, and start making predictions anyway.
While hair on different parts of the scalp grows different speeds, usually the most useful measure is the effective growth rate...the external visual difference in length from month to month.
So find a measuring method, stick with it, and when you are talking about it, let people know what you are measuring...be it longest actual hair, length from front or back hairline, or whatever.
I find that I get 1/2 per month[1], regardless of conditions (but then, I am in SF, where conditions don't change much season to season).
[1] At the meet today, we had a mutual measuring session, and I got my usual 1/2 inch, to 53" (measuring, in the LHC way, from the front hairline)...which left me with the third longest hair present.
