Does anybody know any sub 100 dollar digital cameras that will take decent pictures, not looking for ultra resolution, but am looking for something that will take a decent picture.
At what megapixels is the quality of a picture acceptable?
I noticed some 150 dollar camera that might be decent... but thing is I dont know because even my 300 dollar Canon Powershot A620 isn't really all that clear however it is acceptable for beginners. I guess to each his own. I have seen some cell phones, especially ones with a 1 megapixel camera take pretty good pictures...
You might try to find older model camera on ebay... if you can find an Olympus C3000 then you're in luck. I think anything above 4 megapixels really don't matter all that much though unless you wish to blow up photos (as in enlarge them). Key with cameras however assuming you got one that is reasonably good is that the operator is probably more important than the camera itself. If you got a camera that can make some manual adjustments then you can take as good picture, if not better than an idiot with a 1500 dollar Canon EOS type camera.

I'd say your best bet for under 100 bucks would be a referbed Nikon from National Camera Exchange.

I have a Kodak with a max of 3.1 pixels. I use the setting one step down (approx 2 mp) and get excellent results. As you get larger (blowing up photos) you need the higher resolution.
There are scads of great, low price digital cameras on the market now. Browse the link below for excellent reviews. I would start at 3 megapixal, but you may find higher in your price range.

I'm going to redefine being cheap and confess at the same time: I bought a 2.1 mp camera at wal-mart for 40 dollars. it works, but barely. the problem isn't resolution--for photos here you actually don't need more than 2 or 3 mp and in fact, I think a high end camera with 7 or 8 or more can work against you by producing these huge .jpg files. the problem with the real cheap cameras, at least in my case is low light sensitivity. the better cameras, starting at around $100 seem to work a lot better without flash.
Depends on what you intend to use the photos for.
If you intend to print them then a 3 Megapixel Camera is about the minimum, they can produce images which can be printed at 5" 1/4 x 4" in size.
If you just want to post them on the web then 2.0 Megapixels will be plenty.
Be warned though the Megapixels just denote the size of the image that can be taken, not the quality of the image. Most Good Cameras will let you save photos in varying degrees of quality, some with a Tiff format, others with super high JPEG, High JPEG and medium JPEG options.
Cheaper cameras may have 3-5 megapixels but will just save in High and Medium JPEG formats, these result in poor quality images. My advice, if you only have $100 to spend, by a mid-range camera second hand, rather than a new cheapo-bag-of-poop camera.
I have an Olympus C-300 3.0 Megapixel + 3x optical zoom camera and it takes excellent pics. It's 2-3 years old and cost around $300 new. By now you should be able to pick one up second hand for next to nothing.
Never by cheap electronic products, if you are strap for cash always buy a decent one second hand.
The amount of megapixels have nothing at all to do with the quality of the picture. It's only got to do with how big a print you can make. For web-usage a 1 megapixel camera can be just fine.
What's important is the quality of the glass in the camera, and that's unfortunately not so easy to benchmark.
Chose a camera that looks good and then look at some reviews. http://steves-digicams.com/ has many reviews, and there are always sample photos taken with the camera being reviewed.
