I found a really stupid one from my state:
*Females are forbidden from doing their own hair without being licensed by the state.*
Nothing's mentioned about MEN doing their own hair...

Well, the dumbest law in Oregon I think was "It is illegal to whisper "dirty" things in your lover's ear during sex."
There were two entries for the Netherlands, but I didn't think the ones stated were dumb... Excuse me for the mild political nature of this post :-).
"Dumb" laws:
1) It is legal to smoke pot, buy it, or have less than 5 grams with you.
2)Prostitution is legal but the prostitutes must pay taxes like any other business.
Why is 2 dumb? This way brothels can be monitered. Legalisation has allowed law-enforcement in this area: Social- and health laws can be enacted to ensure that prostitutes are not victims of trafficking. There are prostitution unions that also help maintain control of the prostitution.
All these advantages versus the moral issue of it all. Well. It's an easy choice for the Dutch :-).
I never really looked at the netherlands laws. I think your laws make absolute sense ;-)!
