Bleach? *not reccomended will damage hair BADLY*
Bleach removes colour pgiment from the hairshaft. As long as you bleach it correctly and do not constantly rebleach it it will not damage the hair.
Yes, you'd bleach to get the color.
However, please don't worry about damage too much. So many people dye and bleach their hair -- and guess what, it doesn't fall out. I vehemently disagree with people who think you should treat your hair like fine lace and just let it hang there like a limp rag everyday. No. Do what you WANT with it. Obviously don't brush furiously, bleach daily, etc, but come on. Bleach will not kill your hair if done right. Good luck.
You can also use special ''high lift tints'' which can get it to that level, depends on your hair colour though. Less damaging than bleach i woul say. Go to a salon ;-)
Everyone I've seen who treated their hair like 'fine lace' had very nice hair. On the flip side, I've seen some really jacked up dye jobs. :-)
Real spimple - have someone do a highlighting, a little less highlighted towards the back with the most in the front. I have mine done by a hairdresser friend because those store kits have harsher chemicals than the salon kits. The other thing is that if you have darker hair as the model does you can turn out somewhat red either because the chems were not well placed or the timing was too short. So it may cost more but a salon will do a much better job in getting the color just the way you want it. The other benefit of highlighting is that it will give you some additional body and volumne which is especially good if you have fine hair.

Anyway, I was wondering if you guys really mean bleach, and not peroxide. I've heard of plenty of people using peroxide, but not actual bleach.
And, in answer to the OP, yeh, the guy used some kind of lightening chemical and then let it grow out. Un unapologetic fake blonde look.
Since the hair in that picture already looks damaged at that (relatively) short length, I wouldn't recommend getting it at all.
