So, interesting and perhaps uplifting story....and perhaps a bit random. Last night at Relay For Life (charity event for American Cancer Society) I decided to put my hair in a ponytail so that it did not keep swishing along my neck as I walked (later I actually did the ponytail and the half-tail at the top of the head so nary a hair moved). Anyway, with the ponytail in, a friend's girlfriend told me she liked how my hair looked and said that it made me look French. I replied that long hair is more common in Europe. (And perhaps the image of the 18th century French nobleman is part of the comment.)
So, my hair looks French when it is in a ponytail. I'll take that as a compliment.

If you came to Montréal, which has a majority francophone population, and that includes me, you would notice some guys tying their hair in the way you describe. This kind of style is often associated with artists, medieval fans, and intellectuals. Some Anglophone longhairs also wear their hair that way, as it is practical, especially on humid and drizzly days like today.
Why the French? The climate in France tends to be a bit humid, drizzly, and yuck a good part of the year, and bad hair days are frequent with drizzly days... so it makes sense to tie hair up to keep it under control.
Another frequent style in Montreal is braids.

I used to live in Montreal and it's great to go back a few times per year. I feel I fit in better there since, as you said, guys with long hair are more common there. J'y vais dans quelques semaines.

Heh. I apparently look Latin with a ponytail, but with my hair down, I transform into a Hawaiian. I do like both cultures quite a lot, so the jump-betweens are fun. :P
Incidentally, I've also been called Arabian with my hair in a bun and mulatto/mixed with my hair down. I actually am quite mixed, so the names aren't huge stretches.

Nah, I've never really received such specific guesses. It's always a general race from a general place. But, since you asked, I remember seeing the Maori advertised on a brochure when I was in Oahu, but I never made the connection between them and me. I don't think I look much like them. Just a little bit, at most.
