my brother wants to grow his hair and his hair is a really weird type.. like porcupinish.. can he grow his hair long given 2 years??

Most hair can grow out long, yes. I don't see a reason why not. Many people's terminal length (as long as your hair will grow) is probably around mid-back to waist length, I would guess. But I've heard of some people's hair stopping at the shoulders. It's all long hair, regardless of where it stops, if you ask me.

For the vast majority of people, ninety-something percent, terminal length is right at the crease where your butt meets the back of your thighs. This is 'classic length' in girl hair-talk, and you'll see it in just about every rennaisance painting of some lovely nymph bathing and combing her hair.
If the hair is curly, it'll be that length if straightened but won't reach that far down in its natural state.
Anybody who can grow hair longer than that is a bit of a freak. Anybody who can't grow their hair that long probably could, it's not that the hair has reached its maximum possible length, it's that it breaks off. If you eat right, oil your hair, wash it in cool or lukewarm (never hot) water, don't cook it with hair-driers, don't comb or brush it while it's wet and fragile, use combs with very smooth teeth and boar-bristle brushes, and keep it braided most of the time to protect it from the elements, it will almost certainly eventually get that long. Mine is belly-button length, and every end is a broken end. If I could give up the hot hot showers my hair would probably have reached true terminal length this year.
Like Peg said almost everyone can have long hair. And even the shortest terminal length is about shoulder length but that's rather rare.
So what if he has weird hair type? That's gonna look even better long and it will be unique!

By all means, he can definitely have long hair! Regardless of hair type, EVERYONE has the right to experience the joy that long hair can bring. Naturaly, some hair types grow faster than others (straight hair always shows its length the quickest, mainly because every inch that is grown shows it's length immediately, whereas in curly hair, the length is not as qucikly noticeable due to the curls that are present.) Don't let anything deter your brother from growing his hair long.

If you just stop cutting your hair, it'll grow until it reaches its terminal length, which is the longest your hair can grow (this length varies from person to person). I suppose some people might have really short terminal lengths, so I can't say for sure how long your brother's hair will get. But he should definitely try to grow it out.
His hair will always get long, but if he has very curly hair, it might not hang down like straight hair for a long time, or it might never hang at all, if his hair is very kinky. But it can still get long.
