I'm pretty sure the only growing you do is done in your sleep (regardless of body part)
I'd guess while the body is resting (i.e., sleep). But either way, hair generally grows so slowly that it really doesn't matter when it grows. Hairs are rather like plants in that respect - if you stare at them all day, they'll never appear to do anything, but come back the next day, and they've shot up.

Hair grows continuously. If it only grew during sleep, then a five o'clock shadow would not happen.
