hi my name is kelvin and ive been growing my hair for 11 months now and i wish to dreadlocks and my hair is wavy and it still looks a little bit short but i think with dreadlocks it looks longer; is that true??? pls reply hehe ;)

Dreadlocks keep the hair under constant tension and it is a medical fact that this leads to "traction alopecia", which is a permanent form of hairloss. I would never consider dreadlocks as a type of hairstyle.

Why "under constant tension" ? Do you mean that the weight of the hair is the source of tension ? Or the tension comes with too-tighten knots in the hair ?
But, I'm not as sure as you, seeing the old black people who dreadlocks since years and years...

About dreadlocks, no, it won't make your hair looks longer, because dreadlocks are knots, and after you'll made, the lock will be shorter than one individual strand. But it may seem to grow faster, I think, because you won't loose your 100 strands per day.
