What exactly is terminal length hair.. is that the longest your hair would ever grow?
lets say if i reach the terminal length at belt length and i cut it up to shoulder length.. would the hair grow up to belt length and stop there?

Yes to your second question, though it sounds like a strange thing to do :P
Terminal length is basically the longest length at which all your hairs shed. Different individual hairs shed at different times. Terminal length is characterised by only a few hairs surviving to that length, and hence thinning. This is why a lot of people trim their hair to just above terminal.
