Here is a pic I took today.
I'd like to hope/think, that come summer, it would be waist length, but I kinda doubt that. My hair growth has been very stubborn lately :(

If you ask me, your hair is currently waist lenght. Your hair touches the line of your elbows, as well as the narrowest part of the torso... that's waist.
If by waist lenght you mean where your shorts are, I'd call that tailbone lenght (since that spot is pretty close to where the tail bone is) or belt lenght...

When it gets that long it doesn't seem like it's growing I know.
I don't think your anywhere near terminal yet so you have a long way to go.
