I know I never cut my chest hair, and it hasn't grown to a braid-able length. Does head hair work the same way? Can it get to a point and just stop?
I don't think this is the case. However I do know that once long hair becomes in bad condition(split ends, dry, overprocessed, chlorine damaged,etc) that it actually can break off faster than it grows so that you would think it is not growing. If you find your ends in bad shape you need to give a good trim to them otherwise you will be defeating the purpose of trying to grow it. The average human hair grows 1 inch a month. I don't know about any of the products for hair growth. Healthy hair always takes priority to me over length. I don't mind cutting 6 inches off if I know its going to keep it from breaking off. Took me a few years to be able to do that though. I'm do for a 6 inch chop right now but I kinda like the mermaid look of the straggly ends too, oh the dilemma!

Yes - the hair on your head can act similar to the hair on your chest. On average, a person loses between 40-100 hairs per day. As new ones regrow, old ones fall out. Eventually your hair length will "plateau" - yet this plateau varies person to person and it basically comes down to genetics. This explains why you see individuals with hair down to the floor and beyond while others have tried for years and years but their hair length won't go past their waist.
