What is the minimum length you need to grow your hair in order to have a ponytail? Is it shoulder length?
Well, in order to have a full ponytail your bangs should be long enough to reach your neck, so (-picks hair and measures-), yes, I'd say a little more than shoulder length.
I agree with ale just past the shoulders and then it will be a little tail and some of the hairs may not stay in.

I have medium length now, above the shoulders and i can achieve a small tail, but i never have one because it doesn't look any good, it just kinda sticks out in the air:D
It all depends on what sort of compromises you are prepared to make and how short of a tail you feel qualifies.
If you look at women who are growing their hair out, they'll have a forest of bobby pins holding their hair down and back.
What I've done - although my teenaged daughter refused to let me go out in public with - was to start at the crown of my head, gather that into a tail (sometimes called a half-tail), and then work my way down the back of my head, making tails as I go that include the prior one. The main purpose of that though was to keep my hair out of my face while doing stuff around the house.
It's your hair - you decide what you want to call a tail.
