Well ... I don't know what an official long hair is for sure. Your hair is long by most standards. I think the real test is how long you keep your hair long. So my answer is ... I don't know. You have to answer that.
I would consider your hair in the shaggy stage still. I don't really think of someone as a long hair until all their hair can go into a ponytail at the base of their neck.
When it falls on your shoulders, you are then a longhair.

Well if you aren't you are certainly on your way.I guess everyone has their own idea of when one is considered to be a longhair but even though your hair isn't really long yet its also a matter of you desire to have longhair.So its part whats on your head and whats inside as well.Hope that makes some sort of sense.LOL.Lookin' great so far my friend.

You will get several answers as people have different ideas on what a longhair is.
At the moment I would say not quite but your getting there. I would go with the crowd who say when it rests on your shoulders your a longhair. The ponytail is also a good measure.

At one time on this board years ago I believe official meant the 2 year mark of non-stop continued growth. Where this came from I do not remember. Guess everyone has their own definition. In my opinion you certainly are not a short hair and are way past the ordinary in todays society. If the normal(?) person on the street were to see you, most probably they would think "that guy has long hair." Of course we here know you are in the Awkward Stage, but that certainly can get very long before all settles down. Bottom line: If not official, your hair IS long and it is looking great. :-) Keep up the good work and just let it continue to grow. When it reaches the shoulders and begins its journey downward from there the term "Longhair" won't even be in question.
Well, I didn't have to look all that long & hard to figure out my answer; but, I am a bit long-winded, --- so, hope you enjoy reading my thesis below (lol)....
The US military certainly would say it's, "too long"; but, most of Western Society probably would only think of your hair as a bit, "shaggy" now. The generally-viewed benchmark for most longhairs to feel they've "arrived" is when the hair falls definitely ON the shoulders, and as Garth and others have said, when you can pull your hair all back into a ponytail at the back of the neck (bangs included).
Each of the answers that I read below make excellent points, and I agree w/ what was said so-far.... It's all relative, really. A guy with butt-length hair might giggle at your question, because the length he has achieved took him many, many years of growing. Conversely, a guy who has always had buzzcuts his entire life might think of your shaggy mane as outrageously out-of-control because of its length (lol).... Again, it's all relative.
There's nothing wrong w/ having only medium-length hair (which yours barely is, in my opinion). If the current length is all you wish to grow your hair to, and you are happy with it being no longer than this, then you are all the longhair that you wish to be, --- and so just call yourself a longhair, if that's what you think is long for you.
If you have any more questions than that, my consultation fee starts at $100/hour (although I take off $5 for every inch of hair grown past the 12-inch mark). My office hours are M-F, 10AM - noon; and then again from 3 - 5PM (except on Fridays, when I take an even longer lunch break). I also charge extra for every question surpassing a third hair-related queery. When a total stranger either calls you a longhair to your face or refers to you as a longhair when talking to others, then you will know you are a longhair.

I always said to myself that when it hits the shoulders its 'long', but then as it gets longer and longer my 'long' goal seems a long way away, so now long is belt length!!
But anyway, let it grow and enjoy it, don't worry about whether you are or aren't.
