In this time where many people are having financial trouble, what should be done about hair products? I can't really afford higher end products and I don't know what else to really get. What would be a good shampoo/conditioner to get when you're on a budget?

You can usually find VO5 and Suave shampoo and conditioner for sale at one-dollar fixed-price stores for $1.00 each, and for even less (e.g., 69 cents each) at chain pharmacies and discount department stores. I have been using these products for the past 12 years without ill effects.
I've actually tried the expensive stuff and I prefer Suave conditioner that sells for about $2.00. I have found that it really and truly works better at alleviating tangles and doing it's job, for me at least, than any other conditioner I've tried. As for shampoo, I don't know. Just anything that isn't harsh should do the job.
