I want to fill a spray bottle with a mixture of water and jojoba oil, something to keep in the car. Can you lads give me a ratio to start out with?

Actually Jojoba "oil" is a wax and I doubt if mixing it with water will make a very successful spray. I find that a very little Jojoba goes a long way. If you reapply it throughout the day, I fear you will end the day looking quite "greasy".
For upkeep through the day, try using a little "flexible" hairspray.

You can shake it to spread the oil. It's just a mister, and yes, it will work. The oil and water will separate with every use, and never fully mix, but YES, you can do it. I have. You can even add a little conditioner as an emulsifying agent if you're that concerned.
Use very little, maybe...four drops to every cup of water. Try six if you have curly hair, and add about a teaspoon of condition if you like.
Also, hairspray damages the follicle and isn't good for hair health in general.
