I have been letting my hair grow for about a year now. I am having trouble keeoing it in control, since it is too curly snd frizzy. I have been using Citre Shine hair polisher, as suggested by Victor, and this has helped, but not enough. I cannot wear my hair loose without looking like a freak. Should I use a relaxer on my hair, and if so what types are best? Are there any other suggestions for this problem? My hair is just about shoulder length now, and I normally wear it in a pony tail with gel to keep it in control, but it would be nice to be able to wear it loose without it looking a mess, especially if there is any wind or humidity.

Wind will always be a problem with fine hair, but a bandanna helps quite a bit and a ponytail more. Still, if the wind is strong enough and your hair long enough, it will sometimes be all over the place, including in your face and sometimes even in your mouth along with your dinner. ((grin))
But, hey! This is all part of the fun of having long hair! That long hair is a living, moving thing is a great part of its beauty. And don't knock the curls. Just read the posts from all the straighthaired dudes on here about perming and braiding, and you'll feel much better, knowing that you will have a full body of hair someday that others just dream of.
In the meantime, while your hair grows out, be patient. Mine is just now getting to where the frizz is off my head, and the wait has been well worth it. Oh, and by the way, DO NOT trim parts of it, thinking that will help, because in the long run it just prolongs the growing out process. To get the frizz off of your head you need ALL your hair to be long.

Not having curly hair myself, this is somewhat speculative. I suggest that you sort of preview what a straightener will do by doing your hair up in large curlers. Get the curlers as large as possible, preferably over 4 inches in diameter (I hope you have over a foot of hair). Roll your hair this way when wet and let it dry on the curlers. This will temporarily straighten your hair in a similar way that a straightener will, but without the hair damage and permanence of a straightener.
