My hair is about as long as almost touching my ears, I want to grow it as long as Joey Gordon-Levitt (3rd Rock from the Sun), if I keep letting it grow how long will it ake to get where I want it, which would just about touch my collar?

Hair grows about a half-inch a month. You'd need about eight months to reach four inches (collar length?). Be patient.
My hair grows with a rate of 1.5 inch a month, if we calculate the distance from your ear to your collar it will be about 5 inchs, then you need approximately 4 monthes for your hair to touch your collar.
The rate of hair growth can vary rapidly due to age, hormones, spiritual condition (Yes, it is true), weather condition.....etc, and a word of advice : the better you feed your hair the amazing the results you get, if you are wondering about feeding your hair, hair needs some vitamins to remain healthy as any other organ in your body, it has been found that vitamin E has an effect on hair, some other mineral can also affect the rate of hair growth , but these i no nothing about.
