It appears that they are trying to emulate the Sex Pistols behavior, but come across looking like a bogus version of Motley Crue.

Nope!!! Not even remotely chavs. They're just Sex Pistol wannabes and a bit in the Spinal Tap tradition. Don't take them too seriously. ;)
As I said in a previous post:
chavvy = something used by British lowlifes, the younger members of whom are typically wankstas (wannabe gangstas) and notoriously intolerant of dudes with long hair - or indeed any dude with an intelligence and dress sense much above that of a gorilla.

Yeah, we got them in the states and they usually have closely cropped hair or shaved heads and dress like that and try to mimic the dialect and attitudes of inner-city gangsta's, but many often come from middle-class backgrounds.
when together, they can propose a real threat to a person who is alone, but one on one, they can't do much as this next clip which I located of those English Punk Rock dudes being harassed by some Chav(English Wigger)illustrates.
it's hilarious especially when the Chav starts the entire fight and makes the threats , but get's his ass kicked by the dude he threatened to beat the $#%* out of!
note: I am sure this whole thing was staged, but I am sure it happens.
