If you look at the leaders who ruled Russia and the Soviet Union after the February 1917 revolution you can notice that there is an alternation of full heads of hair and bald heads:
Russia, after the Feb. 1917 revolution until 1922:
1. Alexander Kerensky (Feb 1917 - Oct 1917) had a full head of hair
2. Vladimir Lenin (Oct 1917 - Jan 1924; prime minister of the Soviet Union after 1922) was bald
USSR, 1922 - 1991:
3. Joseph Stalin (1924 - 1953) had a full head of hair
4. Nikita Khrushchev (1953 - 1964) was bald as an egg
5. Leonid Brezhnev (1964 - 1982) had a full head of hair
6. Yuri Andropov (1982 - 1984) was bald as an egg
7. Konstantin Chernenko (1984 - 1985) had a full head of hair
8. Mikhail Gorbachev (1985 - 1991) is bald with a splotch on his forehead
Russia, after 1991:
9. Boris Yeltsin (1991 - 1999) had a full head of hair
10. Vladimir Putin (1999 - 2008) has thinning hair (almost bald)
11. Dmitry Medvedev (2008 - 2012) has a full head of hair
12. Vladimir Putin (2012 - present) has thinning hair
