frequent lurker, infrequent poster
Today Marks 5 years since my last haircut, give or take a week,
and yet I'm still unhappy with how short some of my hair is.
Now, overall, I couldn't be more thrilled with how long my hair has gotten. With most of it reaching somewhere passed my armpits.
(My hair-type & uneven lengths make it difficult to get an exact measurement)
However the hair just above my forehead barely reaches passed my chin, which combined with the size & shape of my head, means that even after 5 years of growth, I still cannot get all my hair into a single ponytail.
Now I understand that the hair in the problem-area grows slower than the rest & likely has a shorter terminal length, so I don't expect it to catch up all the way.
But the question is, Is there still a chance of the shorter hairs at least get long enough to ponytail?
Or will I have to settle for a half-tail?
Because while I enjoy a good half-tail as much as the next Longhair, I started this journey in-part for the simple joy of putting my hair in a full-ponytail.
That's very frustrating. But hang on in there - you should get some mor growth, and be careful not to damage the area where th growth is less.

In answer to your question:
I think a lot of guys have a similar situation to what you describe. Genetics is the key factor here. The longest of my hairs in back reach past my belt, for example... (I've been at terminal length for several years now) and yet I still have sections of hair in front ("bangs" AKA "fringe") which never make it all the way back into my hair-tie.
I try to be careful and not be too rough with combing or brushing or tying my hair, hoping to avoid unnecessary breakage; but I've also learned to accept the fact that it might be this way forever -- unless I'm willing to cut my hair back to short (which I am NOT ever planning to do - LOL)!

Hang in there... My last haircut was in 2009, and you are doing better than me... I am learning patience through this....even though I am balding I am still growing, I now know it is part of who I am... take care and enjoy the ride...
