He is an argentinian union leader and leads many railway workers in Buenos Aires. As far as I know, he has enough political power to call massive strikes and paralyze a great part of argentinian railway network.
According to Wikipedia, he managed to increase wages to members of his union.

It's nice to see a 'powerful' man (not just a prominent entertainment personality) sporting very long hair. But it isn't clear what your'e asking. From your picture, you have hair that is longer than this man's, although it isn't quite as messy! What specifically is it about this man's hair that you'd like to know how to achieve?

First of all, I think your hair is much better looking than this guy's. But to achieve his look you could do the following:
1. Bleach the lovely dark color out of your hair.
2. Have about 3 inches cut off the length.
3. Do not spend much time combing it.
But seriously, it is very nice to see a high powered person with long hair. Please keep your hair growing and flowing! Your hair looks very nice and I am inspired by it! Please be well!

I suppose the colour of this guy's hair is not very different from my own. He seems to be in his late 50's or early 60's.
You have your natural colour and thicker (and longer) hair than he has. You might get grey hair sooner than you think, so enjoy your colour while it lasts!
