Every time my hair get more than 2 inches long, I cut it. I used to have hair down to my mouth, but that was like 2 years ago. I really want to try it again, but I can't seem to let it grow long. Any advice? I don't know why I keep cutting it. I look in the mirror, and I decide it's time to get it cut, but I do wanna grow it long.

..And some of will pleasantly dream of doing it, but either can't due to their environment and don't have the will power to survive the grueling awkward stage. You just have to figure out which category you're in. To me, you sound like you're too worried that everyone may berate you once you do and will conform to society and get a cut. Meh. Was it like that 2 years ago when you supposedly had it to your mouth? If you've done it before, why can't you do it again? Perhaps i'm misunderstanding you, but if you can't survive 2 inches of hair, how are you going to make it to 12? Figure out what you're going to do with your hair and stick with that plan. If not, well, you'll be stuck in hair limbo going back and forth between growing some and cutting it.

This is to funny, sorry but you WANT long hair but you always cut it when it gets 2 inches long, this isn't logic, you have to let it GROW to get long hair or you never get it....
1) Avoid barbers and hairstylists
Not easy but seriously, that's all there is to it. There is an awkward stage when you grow your hair long. It lasts at least a year. If you want long hair you have to be prepared for your hair to look "bad" during that awkward stage.
