..and takes better care of it as it grows, can it grow out differently than previous attempts? This is my second year long attempt at growing it out, and I'm again almost ready to deem it a failure. It grows so slowly and is very dry and dull looking.
It looks exactly like Guitar Guys hair, only not quite as long...the back is so curly. The only time I can make it look good, is if I wear gel or something after a shower on damp hair, and then putting on a hat or a bandanna. After about 2-4 hours, I can take off the hat or bandanna and use my fingers to kind of comb it out. It looks alright, but its been growing since September (from 1.5 inch) and it's not really that long yet.

odds are its gonna come back exactly the same. I don't think your doing anything wrong. Growing long hair isn't rocket science, I doubt your doing anything wrong, unless your like me and sit around huge bonfires all day and night and getting sand punched into your scalp, which in most cases, isn't good for your hair. Just keep it growing! O.K, so your hairs dry! Thats alright, people here have great tips on treating that, maybe with a leave in conditioner or a hot oil treatment/deep condition or...well, I could go on, but you get the idea. And you said it grows slowly?? Well, Ill just take your word for it, as EVERYONE thinks they have slow growing hair. So cutting slow growing hair is probably not the best idea. And you said it looks good with gel or a bandanna right? I think your gonna be alright, just suck it up and keep growing. If you keep starting over, your gonna prolong the awkward stage to well over a decade. All your problems can be fixed right up with just a little more growing.
Probably not texture or kind of hair. If I cut my wavy cut off now, and grew it back out, it would still have waves.
My question to you is have you tried to straighten your hair? You seem to not like the "curlies" that much. I'd say try it out and you may enjoy seeing your hair straight with the length and realize you love it.
Just explore your options before choosing to cut.

I'd say try to improve the condition of the hair you have. Maybe just a tiny shape-up trim will improve the managability. (I know many here say not to trim, but if the alternative is to just get it cut off short, a shape-up trim isn't as drastic and might save you from having to do that)
Use a good deep conditioner on a regular basis, and don't forget regular conditioner every time you shampoo. If your hair is curly or wavy, don't brush, ever - it causes frizziness and dullness, and can cause split ends and breakage. Instead, use a wide tooth comb or your fingers to detangle while your hair is lubricated with conditioner. Rinse, blot dry (don't rub or pile your hair on top of your head this causes more tangling). PUt in your gel, if you like to use it, and let it dry before taking out the clips. limit the amount of heat drying you do, let your hair air-dry whenever possible. Curly or wavy hair will usually pretty much stay put the way it dries. Try to limit the number of times during the day you use a comb, or even touch your hair; just smooth it with your fingers if it starts to get too messy-looking.
I think you can get through this without having to chop your hair off and start all over again. Good luck.

Curly/wavy heads have it hardest because the awkward stage last longer than straight hairs, but when it finally hits your shoulders it'll all be worth it. Check the history:

It's not going to change from curly to straight overnight. However, in the long run, being extra gentle and caring for it in the right way from day one will allow hair to appear healthier and could give you a slightly longer terminal length. However, it's not worth starting over. Begin taking care of it now, and maybe begin getting trims so that the bad stuff eventually is cut off.
There may be a benefit to cutting your hair if you've damaged it chemically, like by dying, perming, or chemically straightening it. If it "virgin" hair, I don't think it would grow back any differently.
