i used to undercut my hair high up my head before and now it has grown about 4 inches long the top of my hair is pretty long down to my shoulders do you recommend that i cut it so that it is the same length as the under part

hi, I cut my hair kind of short, past my ears and my hair flips out all over the place. So when I wake up in the morning my hair is an affero and the only way I can tame it is by wetting my hair down and blow drying it. I would love my hair longer could you recomend so thing I can do to go my hair longer or tame it for now? THANK!
