Pierce the hair??
It's not the best idea to do it yourself, but some peircings you can do it fine by yourself, example your ear and such. If looking to have something such as your eyebrow labret tounge and or certain other places done due to nerve endings I'd suggest you go to a tatoo/peircing palor. If your going to self peirce make sure you get a peircin needle and everything else to sterlize/do it safely.
i've given my self all of my piercings so someone like me has relative experience with that. If you are going to alter your body in any way make sure that you know proper precautions e.g/sterilization of needle, proper jewlery, cleaning of piercing 3xper day. make sure its what you really want. consider the fact that you may mess it up. If you have any doubts, yet still want to get it done, I would suggest going to a professional.

My left ear is pierced, but I had it done at Spencer's Gifts, years ago.
As long as you know what you're doing.
I peirced my ear myself but its been infected for like 3 weeks now :/
I have a number of piercings and all of them were done professionally. It only costs a few £/$ so I would strongly recommend you have it done at a studio.
Don't do it yourself. Let a certified professional do it. And.......Follow Their Instructions to a tee!
