does anyone have *GOOD* suggestions on how to grow my hair out? it is about chin length. desparate. help!!

No. Just the 'regular' advice of it'll grow as it grows. I'm assuming you've read the rest of the advice to want 'good' advice. There is no quick fix for growing your locks long. Enjoy it.
Apart from common sense, it's all about patience. If you want it to be 6 inches long, you'll have to grow it for about a year (on average), if you want it 24 inches long, you'll have to have even more patience and grow it for 4 years. I'm going for about 18 inches (12 inches growth already) long, when it will reach my lower chest.

Try different funny things with it as it gets longer. This will help remove boredom and give you many laughs that you will remeber in your older longer hair days.
The best and only way is to avoid any and all haircuts for a very very long time. Strange........but the longer it gets the easier it is to tolerate. Actually it isn't even (to myself) a case of toleration, but rather pure enjoyment..........no sweat!
If its at chin length then you are already well on your way... keep going... unless you are unhappy with things at this moment I can't see why you need any suggestions.
Obviously there's the usual tips:
- Detangle carefully
- Use a wide tooth comb
- Wash and Condition
- Avoid temperature extremes
etc
I think I know what you mean. Honestly, you need to stop the struggle, give up, and reconcile to the fact that growing hair takes years and years and years. Once you do, you'll be more at peace with the process and yourself. Your hair will go through a thousand bad stages, the longer it gets the more unkept it becomes, this is all normal and DEFINATELY worth the effort :)
