Alright, 1. Conditioner!
2. If it's humid I'd give ti a good brushing
3. if it's the dry weather in winter see #1
4. Stay away from static
Looks like a lot of shorter hairs in there trying to grow. Be more careful when brushing/combing. It will smooth out once the shorter hairs get long enough to be weighed down.
What kind of conditioner are you using? Do you blow dry?
It looks like you have straight to wavy hair. The waves kinda clump together in my hair unless I blow dry. Mine hair is a bit more on the curly side where it had previously been "bleached", so it doesn't clump together in large sections as your hair does. It still looks unkempt though, unless I comb it every 5 minutes.
Could you be more specific? What exactly do you want advice on? Stylings.. dryness.. that is isn't growing as fast as you would like etc?
Just general neatness. The broken hairs are quite horrid looking, but they arn't half as noticable after a day or so after washing.
I'd also like to know what kind of shampoo and conditioner I should use, if that can be told from the pictures that is.
BTW, I don't blow dry.

Also if there's anything that can be done with the shorter hairs would help.

Can't see the problem. You should see mine!!
You've got straight hair so perhaps you're getting to the stage where a so-called 'microtrim' might be in order to tidy up the bottom.
Cheers, Armin
I have 1cm trims every 6 months. Had my last at the beginning of december.
