After over a year of avoiding scissors I've decided I'm going to have to do something w/ my hair. It's about a foot long and curly, on the sides it's still "brushable" most of the time but the back is usually too knotted or tangled to work with. I'd like to keep it as long as I can but get it to a point where I can get a brush through it. I'd probably be better off getting some one else to do it but that's not an option presently.

If tangling is the only reason you have for cutting it, I say
hang in there and learn how to deal with tangles!
For one thing, tangles will eventually get easier to deal with
since as the hair grows longer, you can bring the tangles around
to the front to resolve with your fingers. I, too, found the 12-inch
length to be awkward since the tangles were behind the back and it
was hard to reach there, but as the hair grew out, the tangles got
easier and easier to reach.
There are many places that give advice on minimizing tangles.
Some brief pointers are:
1) Resolve tangles frequently and comb hair out gently to remove
the dead hair that causes them before the tangles get worse
(once or twice a day)
2) Use a good conditioner. Experiment until you get one that works
for you.
3) Tie hair in a ponytail, or braid it in high winds.
4) Tuck hair under a bathing cap while swimming

I think I didn't explain myself well, I don't really want to cut more than maybe one half inch off but I've been noticing a lot of split ends and breakage around the ends and no matter how long I work with the tangles they seem to come back before I can get a brush to them.
Also I think that part of the problem might be that where so much of the hair has broken off in the back that the different lengths are causing the tangles to get worse (keep in mind that my last haircut was an ordinary "Ken Doll" type haircut in december of '97). Any more suggestions would be appreciated.
