I've heard that warm weather stimulates hair growth, is there any truth to this? If so has anyone ever measured the rate of growth compared to colder weather?

Well, since I live where it's cold in the winters and hot in the summers maybe I can answer that...
The thing is, I've noticed that for me, it grows mroe in the winter that in the summer, but I don't know if it's true, but I think it grows better when it cold.
Why I think you've heard that it grows when it's hot is because it can get foggy in the air, or very much "I don't know what it's called, but when it's water in the air". I tihnk the hair grows mroe then.
It is definitely true that my hair grows more with greater exposure to heat and sun-light, which for me has always meant Summer growth spurts. Maybe it is just the natty knoty nature of my locs. This will be my third Summer developing dreadlocks and if the last two are any indication of what can be expected, then I should achieve 4 or 5 inches of growth. Of course, dreads grow all coiled and snarled, so actual hair length is probably longer. But over the rest of the year they only grow 5 or 6 inches. My loctician says I have fast growing hair. I don't know, but right now they hang mid way down my back.
The issue with summer is to becareful with your hair drying out. I have to oil my locs twice a week in the summer compared with the rest of the year when its once a week or every 10 days. The other thing I find is that my naturally brown hair takes on blondish streaks in the summer sun, unless I wear a wrap.

Yes, it's true that the hair get's blonder in the summer, especially if you put lime-juice in it.
Just dowse the hair with lime juice? Just a bit? Let it soak in? What do you recommend? Thanks!
Well, I've never tried it myself, but in Sweden people often do it. Just take a lemon or a lime and put the juice in your hair when you are lying in the sun, but only then, if you don't take a shower or a swin after, if gets very sticky
