is it normal for the front of my hair to look like this?

Yeah pretty normal. Hair doesn't grow evenly and it often isn't cut to fall 100% evenly in the first place. Particularly not with a finge cos you'd end up looking like Gareth from the Office (see pic).
I doubt its split ends but if you want to be sure look at the tips of individual hair strands, if they finish with a fork then they have split. See ASCII art below:

It looks like a little uneven growth, along with some simple rebellion in a few strands. I don't think your hair is long enough to develop split ends, unless they encountered some very harsh treatment and damage along the way. I had them once, years ago, and I believe it took between 2 and 3 years for them to appear.
Sorted gave a good description. A split end is, as simple as it sounds, the end of the shaft splits into two pieces like a fork or Y, sometimes splitting several millimeters up the hair shaft. If you ever see one up close, I'm sure they'll be no doubt as to what it is.
