It very well may be. You know how the we the viewers are always tipped off to who the bad guys are by dark or leather clothing, long hair or bad 'rock music'.
In this case, I think the producers were trying to get more of a younger audience that night. I don't usually have time to watch prime time TV, but even I stopped to watch David Navarro formerly of Jane's Addiction and Red Hot Chili Peppers. That's who the long hair goateed guy is. On an even more interesting note-he does occasionally appear in public in a dress or women's underwear i.e. concerts and fashion shows. (A friend of mine in LA dated him briefly.) He's a 'rock star', model and, I guess, actor as well. The long haired blonde guy is some rocker dude too, but since I don't much care for blonds I can never remember who he is.
I know waaaay too much about pop culture. Scary huh?
He was the one wearing the scarf over his long blonde hair & moustache & goatee who wanted to cause devolution by poisoning L.A.
David Navarro's hair wasn't really that long. He was just a sidekick or associate.

It's just me again-putting my additional two cents worth in!
The US has been taking a hard right as far as politics and so called morals go for some time now. It seems unlikely that longhaired men or original thinkers of either gender will be portrayed in a positive light in the mainstream media.
Yet folks have to sell whatever it is they're selling. The media panders to the old, dominant-culture status quo while slipping in a little 'titillation' for the creeps and hypocrites which, I guess, is supposed to be something for the rest of us. This way the fogeys can feel good that their order of things is being maintained while the creators of the various media can sell to 'both sides', (or ALL SIDES,) of the cultural audience.
So what else is new? Most people say that the cultural and social experiments of the sixties and seventies failed, but really, they just couldn't last. It's the old two steps forward-one step back syndrome again. I just hope that civil liberties aren't further decimated too badly before America begins to swing back in the other direction again.
