Just guessing, but I think maybe one of these, or a combination:
His hair was worked on for a long time by a stylist before the pictures were taken.
Some kind of hair product is used so that his hair can be carefully arranged that way and stay in place.
He has naturally wild hair, some kind of wild hair perm, or a curling iron is part his hair styling.
